The UN security council has backed a resolution calling for a major boost in humanitarian assistance for Gaza, but António Guterres said the way Israel was conducting its military operation was creating 'massive obstacles' to the distribution of aid inside the battered territory.

He said four elements needed for an effective aid operation – security, staff who can work in safety, logistical capacity and the resumption of commercial activity – did not exist in Gaza.
