Smaller provinces easy to manage; but should these be on ethnic lines or administrative convenience? What about directly elected district government?

He served Pakistan for more than three decades as a civil servant with increasing responsibility, mostly across Baluchistan and has written extensively on Pakistani history, politics and constitutional issues.
