On June 15th, 2023, an officer was patrolling a high crime area known for the sales and use of narcotics in Elgin, Illinois. The officer observed Jerome interact with three people in the vicinity, including what appeared to be hand-to-hand transactions in the parking lot. Jerome appeared to look in the officer's direction and immediately walked away from the subject he was with.
The officer followed him out of the parking lot and observed the following traffic violations: Not wearing a seatbelt, not activating his turn signal(multiple times), and speeding.
He made contact with Jerome, who was hostile, and immediately asked for a supervisor.
The K-9 Unit was called to conduct an open-air sniff on the vehicle and alerted to the presence of narcotics. Jerome was placed in handcuffs.
A vehicle search led to a 9-millimeter semi-automatic handgun with a loaded magazine, a round in the chamber, and a thirty-round magazine next to it. Also, a box of plastic bags was located, similar to the bag the crack cocaine was found inside.
