Mitchell Jenkin, owner of Hay Street’s Bark Subiaco, said the downpour went from “just rain” to flash flooding in just 20 minutes.
“We just missed (being flooded), the water just lapped our door but the shops next door the iiNet store had to close,” he said.
“Cars were going through, but then had to get towed at the end of the street, they didn’t make it.

“After half an hour of rain, in about five minutes, it just stopped. in about another five or 10 minutes it was relatively dry again.”
