A new state law in California says you could be fined for throwing away food scraps, but that's not the case everywhere. In Placer County, most businesses and people only use one trash can. The Western Placer Waste Management Authority (WPWMA) does all the sorting, which means customers can't be fined under Senate Bill 1383, which was signed into law by then-Gov. Jerry Brown in 2016.
