As per the Institute for the Study of War (ISW), the removal of Israeli troops from northern Gaza did not result in the defeat or destruction of Hamas.

The ISW highlighted that the reduced Israeli pressure might have allowed Hamas to reconstruct its military capabilities and infrastructure. The think tank, based in the United States, stated that Hamas maintained a conventional military structure, enabling swift replacements for commanders lost in the conflict.

The ISW pointed out that recently deceased Hamas battalion and brigade commanders had long led their units, indicating they had the capability and time to groom successors.
