India's External Affairs Minister, S. Jaishankar, called Russia a special partner. At an event in Moscow, Jaishankar said India-Russia ties are exceptional in world politics. The minister, who is on a five-day visit to Russia, also revealed that New Delhi and Moscow have signed a key nuclear plant deal. India's all-weather friend Russia is assisting in building a new nuclear power plant in Tamil Nadu's Kudankulam.
